Different hair has different textures and allows different cuts or not. They just don't know how to cut it because they don't cut it often. For example 'white hairstylists' don't know how to cut my hair either because it's super thick and curly/wavy when it's wet. The cut has to be very even and 'forgiving' if you will. If it's crooked at all you can tell because of the bluntness of thick hair. White people with thin hair can have a little uneveness and nobody will notice, but if you have thick hair, the blunt edges NEED to be even, faded, layered, etc. (different for boys and girls obviously).

Because a lot of white barbers are situated in areas that are mostly white, and not a lot of white people have curly hair. It's not that they're bad barbers, they just don't have a lot of experience dealing with hair that isn't straight.

Brothas/Sistas have naturally nappy/coarse hair that no other ethnicity has. Blacks have to stick together when it comes to cutting hair.
They obviously work more with white clients, and since you're malato, they aren't used to your hair type.
