Sweeney Todd was a fiction character.

Some people have claimed it was based on real life criminal but those people never gave any proof. The true is there was not such a character in real life and there are not police reports or news papers articles or any historical proof of that.
For example in the case of ';Jack the Ripper'; there are plenty police reports, news papers and historical accounts of the crimes.
Sweeney Todd is a fictional character who first appeared as one of the protagonists of a penny part serial entitled The String of Pearls (1846-7).
In two books, Peter Haining argues that Sweeney Todd was a historical figure who committed his crimes around 1800. Nevertheless, other researchers who have tried to verify his citations find nothing in these sources to back Haining's claims. There is also a similar story reputed to have occurred on the Rue de la Harpe in Paris that may well have influenced the story.
Presumably, it was set in Fleet Street according to the latest movie.
His Barbers shop was on Fleet Street - between St Paul's Cathedral (well, almost) and The Aldwych.
